This is the bottom-right quadrant of The Matrix.In this world of closed access but uncontrolled content there is a sense of great oppotunity, but only if one can get anointed by the regulators who can grant access to the scarce portals and conduits.

This quadrant is dominated by external influences and marked by stringent control in almost every aspect. The economic downturn starting in 2008 lasted for some years leaving a very changed world.

Open Access / Controlled Content

“The cork in the bottle”

Opportunities
  • Tight regulatory framework surrounding local content provision, censorship and viewing standards
  • open spectrum but highly specified services on each “channel”.  Digital and analogue spectrum opened up, but for tightly specified purposes (cf. datacasting debacle).
  • Final abolition of the old system of 3-channel FTA , STV+ community channels
